HR Strategy Development Process

A two-day workshop is almost always sufficient for fleshing out the basic HR strategy framework. Of course, it’s also possible to hold a series of sessions running two or three hours each over a period of several weeks, but that approach tends to cost much more than an intensive off-site workshop, besides taking considerably longer. After the workshop (or series), the detailed implementation plan should be completed in no more than three months, and full implementation should take no more than nine months.

The process involves six steps:

Identify the organizational unit and organize the workshop.

Prioritize the trends in the business environment.

Specify the sources of competitive advantage and the measurements for each source of competitive advantage.

Define the desired cultural capabilities together with the behavioral expressions of these cultural capabilities.

Identify the HR practices that will have greatest influence on creating and sustaining the desired culture.

Develop an overall implementation plan.
